The Bend
Who: Urban Story Ventures, along with local construction partners like Grace Construction Consultants and Wright Brothers Construction.
What: A future mixed-use urban oasis, including residential, retail, and industrial development along the Tennessee River. The development will eventually create a new, vibrant neighborhood by enhancing the downtown atmosphere by adding 25 city blocks to what is now mostly underutilized land. All housing types are in the plans, including big plans to transform affordable housing within The Westside and the Golden Gateway site.
When: Site work is underway for the North Phase. Utility work will begin next. The project will develop over the next decade.
Where: 120-acre former Alstom site off Riverfront Parkway in Southside Chattanooga
Why: The publicly funded TIF should direct $135 million in future tax revenue to the special tax district for 20 years and could attract more than $2 billion in private investment. This will bring more jobs and increase long-term tax revenue.
The Proposal for Hawk Hill
Who: Urban Design Associates via River City Co.
What: A proposed multi-use space that would provide housing such as multi-family, single units, and student housing. The proposal also includes many lifestyle opportunitieslike restaurants, nightlife, a hotel, public works, and storefronts. Outdoor spaces like an urban staircase accessible from the Chattanooga Green, trails and a park are also featured. There would also be a private and public parking underground parking garage.
When: There isn’t a timeline of when phased redevelopment could start on Hawk Hill, but River City Company announced the proposed vision to provide the community with a context of how the site could evolve after the Chattanooga Lookouts depart and the stadium is demolished.
Where: 13 acres (encompassing adjacent parking lots and the lot behind the Creative Discovery Museum)
Why: The relocation of the Chattanooga Lookouts baseball team from AT&T Field to the U.S. Pipe & Wheland Foundry site opens the door for the redevelopment of Hawk Hill. According to the land transfer agreement with the City of Chattanooga, the existing stadium will be demolished once the Lookouts settle into their new home.
South Broad District
Who: New City Development, The South Broad Redevelopment GroupCore Development, Perimeter Properties, and the Chattanooga Lookouts have played and will play an intricate part in the development.
What: An exciting development plan with the new Lookouts stadium as a catalyst at the heart of the new district. The district will attract over $300 million in private investment to build multi-family residential buildings with hundreds of units and a class-A office building, as well as opportunities for additional investment.
When: On July 15, 2024, hundreds of Chattanoogans gathered to celebrate the groundbreaking of the mixed-use stadium.
Where: 140 acres of the Wheland Foundry and U.S. Pipe site off South Broad Street (between Southside Chattanooga and St. Elmo neighborhoods)
Why: There was a desire and need to revitalize the western gateway to our beautiful city. The process began in 2003 and continued under several City and County Administrations. In 2017, The Chattanooga Design Studio, an independent non-profit community design resource, began a planning study of the South Broad District, and many others are involved now. The stadium is designed to seamlessly integrate with the beloved Riverwalk, serving as a home base for the Lookouts. However, during off-game times, the concourse and surrounding businesses will remain accessible to the public. The venue will also host various events, including concerts and recreational sports. The ultimate private-sector investment in the project is expected to exceed $1 billion, providing +$2.3 billion in economic impact for residents of our region for decades to come.
